Carthage marshal removed from office

RUSHVILLE — A tumultuous six month tenure as interim Carthage Town Marshal came to a close for Wayne County resident Clint Ellis recently when town board members voted to remove Ellis and suspend the services of all reserve officers in the rural community’s law enforcement department.

Ellis began serving with Carthage’s law enforcement agency as a non-paid reservist working 20 hours monthly prior to being named the interim marshal in July when then town marshal and Carthage resident Rick Bush stepped down.

As a result of the promotion, Ellis was required to work 20 hours weekly and successfully complete an eight week, 300 hour Tier II Basic Training Course at the Indiana Law Enforcement Academy designed to train marshals.

The schooling required had to be completed within a 12-month period; however, one week into the ILEA program Ellis was released for what was deemed unauthorized use of an ILEA computer.

Following his dismissal from ILEA the Carthage Town Board held a number of public and executive session meetings in an attempt to get the facts of the matter and all available options prior to rendering their decision during a Dec. 18 public meeting.

Earlier in the year, Ellis was arrested on a warrant out of Kentucky for non-payment of child support.

The board currently is accepting application to fill the vacated position.

“We hope to move forward and have a hiring made as soon as possible. We will look very closely at the applicants and hopefully we will find someone with experience,” board member Shannon Spence said Monday.

In the meantime, deputies from the Rush County Sheriff’s Department are expanding their coverage of the Carthage area.

Spence said a number of applications have expressed interest in the position and noted that non-paid reserve positions must also successfully complete an application process.
