RUSHVILLE —
Members of the Local Emergency Planning Committee met recently for the first time of 2013. Coordinator Chuck Kemker said several changes in required training are forthcoming.
The organization is charged with having a workable plan in place in the event of a hazardous materials spill of any size or nature. A copy of the plan must be distributed to any and all companies in the county that use or store such materials.
Last year, the Rush County plan was submitted to and accepted by the state.
Currently, Deb Hummel is working on changes that will make the plan more user friendly to navigate, a process she hopes to have completed by the May meeting.
Kemker said the state now requires all training for LEPC members to meet Homeland Security Exercise Evaluation Program (HSEEP) requirements. In past years, in the event the county did not have a significant spill that required action a tabletop demonstration was accepted by the state as adequate annual training.
“In order to be compliant, we need to follow their [Homeland Security] guidelines. The reason behind the change is essentially to receive federal dollars,” Kemker said.
He continued by saying the county received $37,500 as a result of compliance during 2012.
Secretary Phil Derringer said that a standard operating procedure for the LEPC Haz-mat trailer has not been completed. Once complete, the SOP will require specific guidelines for use of the trailer.
Members agreed during the December, 2012 meeting that the trailer must be utilized and pulled by a registered fire department vehicle.
