Commissioners approve Health Department ordinance

Rush County Health Department Director Dr. Davis Ellis and Annette Ratliff of the department appeared before the county commissioners Monday seeking approval for a food inspection ordinance.

According to Ellis, the last updates were made locally more than 30 years ago, in 1974.

Ratliff said that during a recent visit by state officials it was learned that the local ordinance was dated.

“When going over out previous ordinance with state officials it was embarrassing, to say the least,” Ratliff said.

Following a brief discussion, and acting on Ellis’s request, the commissioners unanimously adopted the measure.

Ellis then turned his attention to the idea of adding a full-time position in the county health department.

Ellis informed the county leaders that Ratliff has worked for 10 months on a part-time basis. It is his contention that the county needs to find a way to employ Ratliff on a full-time basis.

The matter will be addressed with the county council during Tuesday’s meeting.

In other matters, the county leaders tabled a couple of requests from APC director Bill Todd.

Following a brief discussion the commissioners voted to hold a public hearing during a November meeting on rezoning property in the rural community of Milroy and to changes in the comprehensive plan governing zoning issues.

County probation officer Mark Fields was next to approach the commissioners. He requested that the county again enter into a contact with the Henry County youth facility in nearby New castle.

The contract involved calls for the county to pay $130 a day to house Rush County youth when necessary. According to Fields, the contract is the same one entered into by the county for the past few years and provides the best value for the county.

“This is the closest facility and they offer transportation as well. Currently, we have used roughly 360 days at the facility already this year. The cost to the county remains the same after we pass the initial 180 annual days of occupancy,” Fields said. “For our money this is the best buy.”

In a final matter, county highway superintendent Jerry Sitton made a request to the commissioners on behalf of the community of Milroy and Rush County Schools.

According to Sitton, concerns regarding increased school bus travel and the width of Walnut Street in the community have come under question. Sitton was asked to fund a project that would make improvements to the street in question.

“During the past 20 years it has been the construction company’s responsibility to make road improvements. They want to widen the road by 22 feet. There is no money in my budget for a project like this,” Sitton said.

“If there is no money then there is no money. At this time we deny the request to widen the road in Milroy. We have no money to fund a project,” Barnes said.
